What is the purpose of a "Draft"?

What is the purpose of a "Draft"? I see a widget for drafts in the dashboard, but I can find no option to create a draft -- the only options are to have all the information necessary at the outset and move through to the email sending part. It would be actually useful to be able to save a draft and return to it later, e.g. after double checking all contact info, without having to start over.

Looks like it creates a draft after hitting "Next" the first time. It would help if there was any indication at all that it was saved as a draft. Even a button that said "Close Draft" on the second step would make it clear.
