Trigger an organization's repository from github actions

Using github actions, I am unable to trigger one repo from another of the same organization. I always get the error 'Resource not accessible by PAT'. I am able to trigger all other repositories, but not an organization's repository. What access do I need?

What I actually wanted to do:

• I have 2 repos, Repo-A (public), Repo-B (private)
• Using github actions, I want to create a public release in Repo-A from Repo-B's pipeline
• It throws an error 'Resource not accessible by PAT', whether I use third-party actions or curl command
• However if I want to create release in any other repo, which is not a part of an organization, it works fine
• So I thought I would trigger Repo-A's pipeline from Repo-B and Repo-A would fetch release and publish itself. But triggering a public repo of an org also giving the same issue.

What access am I missing?
