Per discussion 23623, it wasn't removed, and there's no technical limitation for it.
Is there a reason why internal Github operational policy is being applied to external users? Can we please get it so that non-Gitlab employees who only want to use hardware tokens, aren't forced to setup Software / SMS tokens before they can setup their hardware token.
It was also difficult to come by the information that hardware tokens are still supported since the option doesn't appear to be available, as the forced MFA daily reminder counts down.
