Trying to setup Oracle's SQL Developer Data Modeler to use our GIT repository and keep getting error message NOT AUTHORIZED. How do I get my app authorized to work with GIT? Please see attached message.

Did you used your GitHub account password? If so, try using a Personal Access Token instead of the password. You can generate a token at https://github.com/settings/tokens

To use the tokens, from my understanding, I will need to register the Oracle Application that is installed on my desktop. This application installed on my desktop does not have a URL (internet connection). If I am correct then how do I register the app without an internet location due to being installed on my desktop? Do I include the URL for the product website? Do I include the URL to download the application for installation? What if that is controlled by my employer along with the application install?
Sorry for my confusion, can you first let me know if I need to have the application registered to receive a token and I can start there.

The error seems to be cloning the repo from GitHub. You need to have an internet connection to clone the repo from GitHub. That doesn't require registering any app. Did you manage to generate a token from https://github.com/settings/tokens? if you generated a token, does it give the same error as before when used as the password? (That means you have to provide the token into the password input box instead of your GitHub account password)
The reason to use a token instead of the password is that GitHub doesn't allow accessing the GitHub API or to push/pull/clone repo with the account password since a few years. This is a security measure from GitHub to protect the account passwords by preventing using the password everywhere. Using access tokens is more secure as they can be revoked and also they can be granted a limited set of privileges.

OK, I do have an internet connection, I did get an authentication token using microsoft authenticator working with GitHub and it still comes back with not authorized.... I have tried putting the authentication code in the password box with and without my username tried using the passkey and all provide the same answer not authorized.

Do you have access to that GitHub repository (the URL shown in the screenshot) when you access it from the web browser? (seems it's not a public repository)
Btw, if you only need to clone the repo, and if you have Git installed on your machine, open a Git Bash (assuming you are using Windows) and run the following command to clone the repo

git clone https://github.com/<repo path>.git   # use the correct repo URL here

This will ask you for your username and the password. Provide your GitHub username as the username and the token as the password instead of your GitHub account password. The token you obtained should look like ghp_*******

Yes I can clone the repository to my desktop, I was trying to use Oracle's SQL Developer Data Modeler to do the clone and keep my code in sync with that tool. Looks like I will need to use a clone with that tool from the clone I did using GitHub.

Then you can try to use an ssh key to authenticate instead of a token. https://docs.github.com/en/authentication/connecting-to-github-with-ssh/adding-a-new-ssh-key-to-your-github-account has the instructions to setup.
