Allow to set repository access for GitHub Apps based on custom properties

At the moment, it is only possible to set repository access for GitHub Apps in two ways:

1. All repositories
2. Only selected repositories

This doesn't scale well for large organizations. Therefore, it would be helpful to select repositories based on custom properties, similar to e.g. rulesets.
