Github Actions failed due to spending limit needs to be increased in public repo

My questions is similar to the following:

I also started getting the following error:

The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

But I can't find which limits have been used. Before deciding to pay for the service, or perhaps to optimize my scripts, I'd like to know where's the bottleneck.

Currently the billing page (https://github.com/organizations/ramensoftware/settings/billing/summary) looks like this, everything is at zero, so I don't quite understand where's the overdraft:

We are seeing the same issue on Pyomo/pyomo (it just started in the last ~15 minutes; we also have no spending limits shown as being hit when I look at the Pyomo organization).

We're seeing this at tgstation/tgstation as well, pulled our usage report and it's zeroed out.

Also seeing it at dm-vdo/vdo-devel, with the usage report all zero. And in a personal fork of that repo.

The team repo runs some CI builds for pull requests, the personal repo does not, and both started generating the complaints around the same time, so I question whether it's about actual usage.

Oddly single-cell-data/SOMA CI runs OK; single-cell-data/TileDB-SOMA CI fails as described here.

Weird since billing is per-org not per-repo.

Began about an hour ago and is now persistent.

I clicked to link so it would email me a report of what our usage is -- the email came within just a minute or two. Attached was a CSV with just the header line and no data lines.

I have the same problem, per https://github.com/orgs/community/discussions/151956#discussioncomment-12268449 and getting the usage report gives me a CSV that contains only the header Date,Product,SKU,Quantity,Unit Type,Price Per Unit ($),Multiplier,Owner,Repository Slug,Username,Actions Workflow,Notes
