Please charge based on the number of Approvers and/or number of active users rather than just the raw number of users

The GitHub Teams plan's pricing is based on the raw number of users in the team, and my free organization can't support this.
I organize a meetup for developers, and many developers may create a branch or a repo within a Teams plan and then disappear for months if not forever, and I can't pay a minimum of $4/user/month to support users that aren't active and aren't approved to merge into particular branches, which my cloud provider my monitor to serve a web service.

Please allow the option to charge based on the number of privileged users rather than the number of overall (potential) contributors.
