Allow copilot to summary the Pull Request during mering

So far, Copilot can review the code and generate the summary.

I wonder if GitHub can add a feature button that allows Copilot to summarize the PR:

• code changes
• commit messages
• PR comments
• related issue comments

This could be part of the merge button (should allow maintainers to review).

Background: Many PRs don't have a very well-documented commit message. We shouldn't blame people. Let's try to fix this with the help of LLM.
