Add .copilotrules support - permanent context file

It would be nice if as a developer could add a permanent file to Copilot in my vscode copilot or webstorm copilot extension.
The reason why I need that is:

• I can specify a bunch of rules for my questions and Copilot follows them to give me the best possible answer.
• Every time I don't need to write a lot of repetitive (necessary) text before my real question/need.
• I don't need to add my rules (e.g. .copilotrules) to context every time manually.
• I can have a better prompt.
• ...
