Hello GitHub Community,
I’m writing to request that GitHub update its sanctions policy regarding Syria in light of recent U.S. government actions. On May 23, 2025, OFAC issued General License 25, authorizing transactions with Syria’s interim government, central bank, and state enterprises, and including a 180 day waiver under the Caesar Act for essential services and investments.
Per GitHub’s Trade Controls policy, user access must comply with U.S. export laws but can be revised when official government authorizations change. With GL 25 now in effect, Syrian users should no longer be subject to restrictions on private repositories or paid features.
I kindly ask GitHub to remove Syria from its list of restricted countries and restore full service access for all Syrian developers. This change will enable continued contributions to open‑source projects, support community growth, and aid in Syria’s recovery and rebuilding efforts.
