I try to attach a file in a conversation but open the select repositore menu intead to the open file option

Thank you for reporting this issue with the "Attach Files/Folders" feature in GitHub Copilot Chat.

I'd like to clarify that this is actually the expected behavior of the feature. When you click the attachment icon (paperclip) at the bottom of the chat panel, you're first prompted to select a repository before you can browse for specific files or symbols within that repository.

The workflow is designed to work in this sequence:

1. First, select a repository by clicking the attachment icon
2. Once a repository is selected, you can then click the attachment icon again to select "Files, folders, and symbols"
3. This will then allow you to browse and select specific files from the chosen repository

The message "Choose a repository to browse for files and symbols" that appears is confirming this intended workflow - you need to select a repository first before you can browse its contents.
