Copilot Chat no longer respects github.copilot.chat.commitMessageGeneration.instructions

Copilot has stopped respecting the github.copilot.chat.commitMessageGeneration.instructions setting in my settings.json. This was working earlier today, and no local changes (extension updates, VS Code settings changes, or reinstallation) have restored the behavior.

Things I’ve tried:

• Restarting Vscode
• Signing out and back in to GitHub and github copilot
• Clearing Copilot extension cache (removing both copilot and copilot-chat extensions folder)
• Reinstalling the extension
• Testing with multiple values including obvious prompts like “Use pirate language.” and “Follow Conventional Commit format.”

The setting still shows up in the VS Code tooltip but commit messages generated via Copilot ignore the instruction entirely.

Seems like it works when there's small amounts (2-3) of files and not when there's a lot (6-7)

It's now mostly fixed but still fails when there's only 1 line change
