Docker Ubuntu-based image suddenly failing to reach package servers

Just today my test builds of JRuby's docker image started to fail:

This previously ran green until I re-ran the job today to confirm this new failure.

The errors look like this:

I have done nothing to this repository that would cause old, green jobs to suddenly fail this way.

And just as suddenly, it's working again. Perhaps something wrong on Ubuntu's end.
