I think you got rate limited.

I see SKU: free_educational in there means you are using GitHub Student Pack. and it includes copilot pro. You can see plans on this link

Requests and Tokens

Requests is something like this ~ You type "explain this code" in Copilot chat → 1 request
Tokens are roughly 3-4 characters of a word
For Example Short question like "Fix this bug" = ~4 tokens and Long code explanation = hundreds of tokens

There is a rate limit in that plan.
The rate limit is based on tokens not requests and the limits are directly related to number of tokens in a prompt and response.
smaller prompts / conversations with less history = feels like you are doing much and things are fine
sending large files = feels like things are broken because you quickly got rate limited
these limits are not always publicly documented, but I know there is one because I previously used that plan. and i also got rate limited. after some days i check back on that account and its gone back to normal. (rate limit automatically resets after some amount of time)

Looking back at your error, you are hitting API rate limits, there is nothing wrong with your windows or visual studio. The error {"error":{"message":"rate limit exceeded","code":"rate_limited"}} is coming directly from GitHub's servers.

Fix:

wait for some hours or days and its automatically get fixed because there is no way of telling how long you got rate limited or how long you need to waitt. again these limits are not publicly documented. maybe in update they implement the timer or similar thing, which tells you how much time you have to wait. currently there is no way of telling how much time you got rate limited or how much time you need to wait.

bottom line is that you need to wait for rate limit to reset automatically there is nothing you can do.

or you can buy better plan which has larger limits.
