We switched the @w3ctag's design review intake to use issue forms, and immediately got the feedback that people wanted to start filling out the form, and then share a draft with their working group for feedback before actually filing it. With the old flat markdown files, this was easy (just copy the text out and back in), but it doesn't seem possible with forms.
