Problem:

• Scheduled workflows are not recognized at all. The workflow page only shows:
  “This workflow has a workflow_dispatch event trigger.”
• Manual dispatch works. Cron never appears and no scheduled runs happen.

Repro steps:

1. New repo: viewer107/propm (private, not a fork)
2. Workflow file at .github/workflows/run.yml (on default branch: main)
3. Minimal z_ping.yml also added with every-2-min schedule

Minimal repro (also tried in a second fresh repo viewer107/propm2):

What happens:

• Actions UI banner shows only workflow_dispatch.
• No “scheduled event” banner or “Next run” hint.
• No scheduled runs are created after waiting >10 minutes.
• Toggling repo Settings → Actions from “Disable” to “Allow all” and recommitting
  does not change behavior.
• Also tried cron "* * * * *" and running once via workflow_dispatch to “prime” it.
• Not a fork; default branch is main; files are in .github/workflows/; names end with .yml.
• Tried a brand-new repo (propm2) with only the z_ping.yml above: same result.

Recent runs:

• Manual run IDs visible on Actions pages for Z Ping (manually triggered).

Expected:

• Actions should display “scheduled event” and create runs according to cron.

Request:

• Please check backend flags for this account/repo(s) that could prevent schedule registration.
• If needed, I can temporarily make a tiny public repro with only z_ping.yml.
