Why is there no unread information in GitHub notifications and still a small blue dot prompt?

When I log in to the Github platform, the system prompts me with unread messages (highlighted in blue), but when I view all types of notifications, the list is empty.

It's a super common bug. People in other threads claim if you get 25 unread notifications (you can move read ones back to your inbox but need to be able to select 25) then you can mark them as read and it will resolve it somehow. If you want to go back and forth pinging each other until we get 25 I'm down
