Copilot coding agent should follow the .github/PULL_REQUEST_TEMPLATE.md defined for the repo

We have a detailed PULL_REQUEST_TEMPLATE.md file defined in our .github folder for writing PR descriptions but the copilot coding agent doesn't respect it. I've tried add this in the copilot-instructions.md but it still doesn't seem to work. I think this should be part of the native instructions given to the agent itself.
