PR comment links to other PR comments get rewritten to broken commit URLs

Linking to a specific PR comment from another comment in that PR (or maybe other PRs) will change the URL in a way that no longer brings the user to that comment.

See the URL I used in my comment, and see what it ends up linking to:

When I use the original URL, I end up on the referenced comment. When I use the changed URL, it takes me to the commit (outside the PR view), and no comment is visible there.
