Copilot Coding Agent
Body
A common pain point I come across when using the Copilot Coding Agent is that occasionally, it times out on some tasks that ended up being larger than anticipated initially.
In such cases, it would be better to have a "commit till now" shutdown so that the PR atleast has WIP changes, on which I can continue iterating myself.
Currently, when the agent runs into a workflow timeout, I don't get any committed changes till that working state, so I can't pick up and continue on the rest.
A graceful shutdown of the timeout (in cases where it's possible) can help avoid lost work.
Maybe one thing to think about - CodeQL might need to be run just before the graceful shutdown, so that the WIP commit does not contain any secrets.
