While I do like the ability to have blank issues enabled only for maintainers, we use the
blank_issues_enabled: falsesetting in private repos to ensure that all issues use our template. Additionally, havingblank_issues_enabled: falsenot actually disable the issues feels weird to me.I request adding a new option instead: 'maintainers-only'. That way it is clear what is happening, and those of us who truly want it off can keep it off.
Alternately it can be a separate boolean flag, if that will be easier. But at the very least, please have some way to fully respect the setting in private repos. There is no reason to have it at all in a private repo otherwise, since everyone with access to the repo is, by definition, already a maintainer.
