Action Disablement with Required Advanced Security Options

When you have an Advanced Secuirty configuration that is Enforce that requires code scanning and anything else that requires Actions to be enabled to function. Please disable to Disable actions button from local admins so the policy is truely Enforced. We are having to do a daily scan to find repositories that have the Actions disable and reenable them. It doesn't make since if you have a security policy that it can be bypassed by disabling the Actions that the security requires to run on.
