Copilot: Lock prompt chat to prevent sending unfinished promots

In Github Copilot Shift+enter makes a new line. I like formatting my prompts and review them before sending but i will sometimes forget to hold shift.

please add a simple lock to the top right of the chat box that i can use to hold the prompt while i refine it without worry of sending it and wasting tokens.

Also cats exist and have sent gibberish into copilot.
