Currently, there are two ways to enable GitHub Copilot Code Review:

1. Via Rulesets set at the repo/org/enterprise level.
2. Via user-level settings.

For GitHub Copilot Pro and Pro+, both options are available. However, for Copilot Business, you're forced to pick, "Enable everywhere", "Let Organizations Decide", or "Disabled Everywhere". There is not a way to have a default setting (i.e. opt in), while allowing individual users to opt out. Would it be possible to add the functionality to set a default while allowing users to opt out if they so choose?
