User search in "Collaborators and teams" in organization repository does not search by user's real name #191776

Steps to reproduce:
What happens:
Let's say there is a colleague in our company with name "John Doe" and username
djohn84.When I want to add him as a collaborator, I try to write "john" in the search field but it does not find him. It does not find him even though the "john" is actually part of his username.
I can try "Doe" but it does not work either. I have to use some method to find the user's username and then write it in the search field.
Here are screenshots showing the problem when using my name:

What should happen:
It should find the user by "John", "Doe" or "John Doe".
Notes:
The search works well for example when adding the person as reviewer to pull request. The search also work well when trying this in a private repository that is not part of an organization. It seems that GitHub uses different user search components in different places for some reason and not all of them provide the same experience.
