Hello GitHub Community,

I am a student from Tangshan Vocational College of Science and Technology, China. My school does not provide official student email addresses, so I need to apply for the Student Developer Pack via document upload.

However, I am stuck in a loop:

1. When I try to apply through the standard Education flow, the "upload documents" option is missing, and I can only select a school email from a dropdown menu (no option for "no school email").
2. I contacted GitHub Support, and Copilot told me to apply via the standard flow and upload documents, but the upload option does not exist on the application page.
3. Support and Copilot keep redirecting me to each other, and I cannot complete the application.

I have prepared my student ID card and Xuexin (China Higher Education Student Information) enrollment report as proof of enrollment.

Has anyone else encountered this issue? How did you solve it? Any help or advice from the community or GitHub staff would be greatly appreciated.
