Searching for repositories should favor repositories in my orgs/user

• I'm searching for a repository.
• I'm a user.
• I am a member of about a dozen organizations.

The odds are that I'm more likely to want a repository in either my own user space or my organizations than I am to want one outside. Even if I want one outside, showing the ones that are inside first isn't harmful as there will countably few matches for my search w/in my organizations.
