My github page publish not success by github actions has disabled

I'm trying to publish my github page but I'm getting the message that
Actions jobs for this repository have been disabled by GitHub staff. Please let me know the cause and how to fix it? I have tried many ways on the community but no success

If you send the git repo link it will be helpful.

And make sure the repo has only static files as github can not host dynamic pages
