Create labels at an organization level

It'd be nice if you could create labels once at the organization level and they were automatically available for all of that organization's repositories. I suppose all default labels (bug, etc) would have to be organization labels (for new organizations at least), but being able to add for-new-contributors or hacktoberfest labels that could then be added too.
