What happens when you run out of recovery codes?

I just activated 2FA on my account and I am curious to know what happens if I run out of recovery codes.

I tried testing this with a test account before activating 2FA on my main account, but that account ended up getting locked out due to sending too many 2FA requests in a short period of time. I only have 16 recovery codes, and based on experience from my alt account, it does not seem possible to get any more recovery codes after all of the 16 are exhausted.

Is this account now officially on a 17-lives system(3 if I lose the 2fa device, local recovery codes, and access to remote recovery codes) with no way out other than migrating all my projects to an another account that isn't forced to activate 2FA?
