409 conflict when publishing to Maven package registry

We have a multi-module gradle project with lot of projects that we are pushing to GitHub packages Maven registry. It used to work well, but on 18th November it started to fail without any significant changes from our side on 409 Conflict. It seems to be the same issue as described here. From that day on, we are not able to push the project since it always fails on one of the submodule or the other. Is there any way how to fix it from our side? Is it a bug? (And yes, I am quite sure that the version has not been published before.)
