Scheduler 停止运行时，只要 AbortController 已发出 abort，就会在最多 3 秒后返回 { stopped: true } 并广播 run-stopped。如果具体 action 忽略或延迟处理
abort，运行记录仍可能保持 running，用户看到“已停止”但任务实际上还在执行。
