- 8 月高峰：对应台风高发 + 雷击最活跃时段，防雷物资需求达到全年最高

当前图例放在 loc= best ，自动选择位置。对于 3 个子图布局，图例经常遮挡数据曲线。应统一放在右上角。
修改位置：plot_prediction_comparison() 中 ax.legend() 的 loc 参数从 best 改为 upper right
问题 B：图例中括号内容冗余 ...

- 取值集合仅有 9 个离散值：{0, 18, 19, 20, 21, 22, 23, 24, 25}
- 最大值 25 出现 14 次（占 38.9%），分布高度集中
- 2022 年 11 月→2023 年 1 月起，需求量长期维持在 25 的峰值
- 方差过小意味着模型很难学到有意义的时序变化模式 ...
