LiveMonitor.reload_config() 只把新房间加入 room_states，没有计算并清理已删除/停用的房间。后续轮询和 WebSocket 启动都遍历
room_states，因此只要仍有其他直播目标、监控实例没有整体停止，旧房间就会继续占用运行时资源。
