미션이 만료(ACTIVE → COMPLETED)될 때 SUBMITTED 상태인 유저의 CollectionRecord가 자동으로 생성되지 않음. 현재
MissionScheduler.processExpiredMissions()에서 미제출자에게 MISSED Submission만 생성하고, 제출자에 대한 도감 기록 생성 로직이 없음.
