버그 설명
기안을 상신(submit)하면 결재권자에게 알림이 가야 하지만, 실제로는 기안 작성자 본인에게 알림이 전송되는 버그.
또한 approver_id가 없는 기안을 상신할 경우에도 알림 전송을 시도하여 예외가 발생할 수 있음.
