ネットワークコントローラーは、削除要求を受けた際に、 該当仮想ネットワークを使用する仮想サーバーが存在すれば、 DEL-PENDINGの状態にして、使用中の仮想サーバーが無くなるまで待機する。
使用中の仮想サーバーが存在しなくなったら、削除を実施する。
