detection은 단일 하드코딩 SYSTEM_PROMPT 하나로 9개 불법유형을 분류해 왔다. 게임마다 불법 생태계의 분포·은어가 다르고, 9개 유형 경계가 모호해 단일 프롬프트가 흔들리는 한계가 있었다. 이
