当 Issue 没有任何角色标签（如 exchange/trader/strategy 等）时，当前的 issue-auto-routing.yml 会静默跳过，不做任何处理。这导致没有角色标签的 Issue 落入无人问津的状态。
方案
将原来的静默跳过改为添加 needs-triage 标签，让这些 Issue 可见且可被稽核/人工筛选。
