目的
薪資單一旦「已確認(發放)」，該月已納入計算的加班、請假、出勤、代墊款單據應鎖定，避免事後異動造成「已發的錢」與單據不一致。
方案（與使用者確認）
- 整月全凍：已發薪月份的單據不可編輯／刪除／核准／撤回，也不可新增
- 鎖定用推導、不存欄位：以「該月薪資單 is_finalized」為單一真實來源；取消發放即自動解鎖
- admin 不鎖：保留 superuser 更正逃生門 ...
