cmd_run 硬编码了步骤顺序和跳过逻辑（if not args.force and exists → skip），用户想自定义流程只能手动跑每个子命令。步骤之间的依赖关系（ASR 必须在采集之后、消化必须在理解之后）隐含在 if
分支里，不清晰。
建议
引入一个轻量流水线编排器，每个 step 自动处理 产物已存在→跳过 / --force 重跑 逻辑：
