功能描述
本 PR 新增本地 CommandRouter，让文本兼容输入可以先处理明确的本地画布命令，再把复杂创作请求交给现有 LocalTemplateAgent 生成待确认计划。
本轮支持的本地命令包括：撤销、重做、清空画布、删除选中、把明确目标改成指定颜色，以及导出 PNG 的受控提示。导出模块还没有接入，因此“导出 PNG”会给出后续接入提示，不会假装已经下载文件。
