프로젝트 목록 API(/api/v1/projects)가 실패해도 UI에 오류 메시지나 재시도 버튼이 표시되지 않는다. 로딩이 끝난 뒤 빈 ul 만 렌더되어, 마치 프로젝트가 없는 것처럼 보인다.
