背景
AGENTS.md では、親子関係のあるIssueを本文の Refs だけで済ませず、GitHub の sub-issue としてGraphQLで正式に紐づける運用を定義している。
一方で docs/development/workflow.md には、親Issueを使う場合でも本文では Refs #番号 を使う、という古い記述が残っている。
