#480 引入的 agent runtime 管理模块（Runtimes 页面、fleet API、octo-daemon 安装引导）需要回退。
原因
产品需求发生变化，该模块的交互与信息架构需要重新设计，当前实现不再符合最新的产品方向。为避免未定型的功能停留在 main 上、影响后续迭代，先将其从主干回退，待新设计确定后再重新落地。
