本 PR 关联 docs: MCP OCR 配置与平台化方案 #795。
这次改动的目标，是将合同 OCR 的 submit / sync 主链路进一步收口到平台侧，让 contract-mgr-v2 只负责后处理，同时补齐历史“半安装”状态下缺失的表结构、元数据和验证脚本。
