관리자 구성원 목록 툴바가 제목·뷰토글·내보내기·검색·권한·상태탭을 한 줄(flex-wrap)에 전부 넣어, 폭이 좁으면 모든 권한 셀렉트와 재직/비활성/퇴사 탭이 각각 따로 줄바꿈 → 3줄로 들쭉날쭉.
