背景
当前系统已有 normal/admin 账号角色，后端审核提交接口也限制管理员。前端导航会隐藏“审核管理”，但还需要补强直达路由、页面态和 E2E 门禁，确保普通用户无法进入审核管理流程。
目标
普通用户登录后不能打开审核管理，管理员可以正常进入；权限边界需要同时由前端体验和后端接口保证。
