当前触发告警看「窗口整体健康度」（累计失败≥阈值），但恢复只看「末尾连续N次正常」——两边不对称。恢复只把状态改回
ok，窗口里的老失败仍在继续计数，于是恢复后任何一次新失败都能立刻把累计数顶回阈值之上、再次告警，形成「恢复↔告警」反复横跳。
示例（窗口12 / 累计2次告警 / 连续2正常恢复）：
