起于一个 bug：用户问「最近2天用 chrome 看什么」，路由 LLM 正确选出 memory_query，但工具在到达主 LLM 前被清空——graph_shape=reply 与 tools 冲突时 coordinator 砍掉了
tools（coordinator.py:365-370）。
